I trust that the appointment of a 2nd. Assist- -ant Director of Public Works and the strengthening of the Staff in other directionswill preclude in the future delay of the nature disclosed in the Committee's report. But in justice to kr. Chatham I must emphasize the fact that the private architects were so much to blame for inattention to details in the design of the building under reference, that as far as I am concerned I shall not entrust any work in the future to private architects in Hongkong to carry out on behalf of the Government, and that the conduct of Ir. H. G. C. Fisher was also largely responsible for delay. It appears to me that it would have been better had the Committee seen fit to examine the Director of Public Works on
